According to Pakistan Telecomunication Autority(PTA) all new sims should be registered first in order to use it. The process of registration is very simple. just insert your new sim card in mobile and make a free call to "789" to get registered. The things which you are going to need for registeration are:
1)CNIC number
2)Birth place
3)Father & mother's name
After verification of details you provided your sim will be ready for use within 2 hours.
